Implica la búsqueda de proximidad de la víctima con el perjuicio serio al modo de vivir de la persona y provocando, directa o indirectamente, angustia, miedo o daño en esa persona. Esto se puede conseguir concretamente intentando establecer contacto por cualquier medio, haciendo mal uso de los datos personales de la víctima con el objetivo de pedir bienes o servicios, o hacer que terceras personas entren en contacto con ella, amenazando a la víctima o a alguien cercano a la víctima.
