Evaluation of Pivotal Benefit Payments to Married Couples and Families in Germany
Commissioned by the Federal Government, the overall evaluation is the first attempt to evaluate the key instruments of German family policy systematically and comprehensively. Viewed as a whole, the findings of the evaluation studies in eleven moduls conducted by extern research facilities primarily show that public funding of child-daycare has most positive impact for female employment. Compared with this, child benefit has relatively weak effects. The parental leave benefit seems to be the most effective instrument for a fair division of labour between the partners. A reform toward limited "real" income splitting could increase female employment and financial stability of families.
