The Sustainable Gender Equality Program
Aims and objectives
In 2008 the Programme for Sustainable Gender Equality was set up by the Swedish Association of Local Authorities and Regions (SALAR) following a decision made by the Swedish Government to fund an initiative to support the work with gender mainstreaming at local level. The initiative was originally planned for 2007-2010 but was endorsed for two additional periods and with a funding of a total of 25 million Euro in 2008-2013, making it one of Sweden’s largest initiates on gender equality. The programme is part of the National platform for Gender Mainstreaming. The programme specifically target efforts to develop gender mainstreaming in the country’s municipalities and county councils and have over the years funded 88 initiatives on gender mainstreaming. SALAR has developed a comprehensive strategy to coordinate and support the participating local authorities as well as measures to reinforce gender mainstreaming in non-participating organisations
Results and impact
Accoring to the report from 2010 the results were positive in terms of the Gender Mainstreaming results including; 63% of all
development projects have achieved tangible operational improvements and 80% have integrated gender control and management systems or are about to do so. Furthermore 85% plan to actively disseminate the results after the program. A full 95% of participants states that gender equality has been strengthened by the resources and as many answers to work
would not be conducted in the same way without the program.This was also confirmed by the external evaluation. The training activites has not been evaluated at large
Contents/activities/services
66 000 politicians, managers and civil servants has particpated in gender training 1.1 The main learning and capacity building initiatives in relation to the HåJ GM programme 2009-2013
1) Gender mainstreaming for GM project leaders and process leaders: Training conducted by SALAR for project leaders and process leaders from local authorities participating in the programme
2) Forums for learning and exchange for GM project leaders and process leaders: Exchange of experiences and joint learning following the practical work on Gender Mainstreaming activities facilitated by the SALAR
3) Gender equality in theory and practice for GE strategists: University course (15 ECTS) conducted by Karlstad University for gender equality strategists based on a concept developed by the SALAR
4) CEMR training: 1-2 days training on how to make an action plan according to the CEMR and use it in the GM work for local authorities
5) Coahing: Individual coaching of project leadrers and process leaders
6) Research based learning and reflection seminars: Joint learning initiatives based on an interactive and on-going research initiative funded by the programme and conducted with researchers from APeL, a national centre for work-place learning
7) Gender training for politicians, managers and key-actors in local authorities: Training activities conducted by the local authorities targeting politicians, managers and key actors with funding from the programme
8) The start-up kit: Training initiative for local authorities not participating in the HåJ programme
9) Internal training at SALAR: Several different training initiatives to strengthen SALAR as a key player in GM
