Evaluation of the Implementation of Gender Equality Perspective into Human Resources Development Sectorial Operational Programme 2004-2006.
Aims and objectives
The study aimed at evaluating the implementation of gender mainstreaming within the Human Resources Development Operational Programme and at providing the relevant analysis at three levels: the institutional, project and social level. It also aimed at providing the conclusions and recommendations, concerning the implementation of GM, that would be applied within the Human Capital Operational Programme 2007-2013.
Results and impact
The evaluation significantly influenced the approach to GM within the Human Capital Operational Program and contributed to development of relevant GM tools. The report is available at the website of the Ministry of Regional Development.

The evaluation report highlights the need to improve the implementation of gender mainstreaming principle within the future Operational Program and formulates recommendations aimed at achieving the goal. It points to the need of raising awareness of GM at all program levels in order to shift from often formal equal opportunity approach to the one that would include gender-sensitive perspective. The report recommends inter alia that relevant instruments for monitoring GM and for evaluating the projects from gender perspective are developed.
