The Governmental Decision No 49/2011 covered the approval of the Framework Methodology for the multidisciplinary prevention and intervention units and networks on cases of violence against children and domestic violence and of the Methodology of multidisciplinary and interinstitutional intervention on children exploited or under risk of labour exploitation, human trafficking as well as Romanian migrant children victims of other acts of violence on the territory of other states.
The Framework Methodology includes genital mutilation under the definition of sexual abuse (Chapter II.2.1. Operational definitions).
Also, Article 1 of Law 217/2003 on domestic violence refers to other acts of domestic violence punished by the Penal Code, including bad treatments applied to a minor. Art. 306 of the Penal Code punishes the act of "severely endangering, through measures or treatments of any type, the physical, intellectual or moral development of the minor, by parents or by any other person to whom the minor has been given to raise and educate."
