Description of the contract

The European Institute for Gender Equality (EIGE) envisages awarding a middle-value contract for a study on Research and Development of the Indicators on Cyber Violence Against Women and Girls.

Description of the requested services

The study will aim to develop a comparable measurement framework and provide a base for agreement on new indicators for measuring the prevalence of Cyber Violence Against Women and Girls (CVAWG) across all EU Member States.

The study will be grounded in EIGE’s 2022 mapping of national policies, research, definitions and data on CVAWG, including concepts and definitions of different forms of cyber violence and available survey and administrative data collection across the EU-27.

The study will present a proposal for a comparable measurement framework or tool for data collection on CVAWG that includes operational indicators, in order to work towards a harmonised data collection system across the EU-27, based on a common understanding of CVAWG. The proposal will be refined in collaboration with Member States, to preliminary assess feasibility and eventual challenges, providing relevant recommendations.

The study will also engage with social media platforms and conduct a gender-based analysis of their policies on content moderation and management of reported cases of abuse. It will propose recommendations for the improvement of the existing regulatory framework in view of preventing cases of CVAWG, including compliance with EU and international regulations.

Description of the procedure

This ex-ante publicity is the first stage of the negotiated procurement procedure through which EIGE may award the above-mentioned contract.

All parties interested in providing the services described above should express their interest 400 words maximum, by e-mail, to procurement@eige.europa.eu with the subject reference: EIGE/2022/OPER/09, before 20/12/2022 14:00 Vilnius time.

Economic operators who do not express their interest before the deadline and to the address above will not be invited to submit an offer. The latter restriction will not apply to the minimum of five economic operators directly invited by EIGE.
