In accordance with the establishment Regulation, REGULATION (EC) No 1922/2006, EIGE has legal entity and may enter into contractual relations with other organisations in order to accomplish any tasks.

All European bodies, including the EIGE, must respect strict procurement rules when contracting economic operators (persons, companies or other legal entities).

EIGE buys services and supplies through public procurement procedures, governed by Titles VI - VII of its Financial Rules as well as relevant provisions of the Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union, amending Regulations (EU) No 1296/2013, (EU) No 1301/2013, (EU) No 1303/2013, (EU) No 1304/2013, (EU) No 1309/2013, (EU) No 1316/2013, (EU) No 223/2014, (EU) No 283/2014, and Decision No 541/2014/EU and repealing Regulation (EU, Euratom) No 966/2012 and the Rules of its Application. Procurement rules and principles applicable to public contracts awarded by EIGE is based on the rules set out in Directive 2014/23/EU of the European Parliament and of the Council (1) and Directive 2014/24/EU.

The conclusion of a contract is only possible after successful completion of strict tendering procedures in accordance with EU public procurement rules. In respect to the above-mentioned rules and regulations, EIGE selects appropriate procurement procedure. Depending on its subject, repetitiveness and value, the advertising requirements are chosen accordingly.

EIGE is part of the Tenders Electronic Daily (TED) database for publishing calls. The eTendering platform for managing procurement procedures will be gradually phased out as from 25 October 2023. It will be replaced by the Funding and Tenders (F&T) portal which progressively takes over all of its functionalities. This platform publishes the procurement documents and manages questions and answers for procurements with a value of €143,000.00[1] or more. Please note that these new thresholds of Directive 2014/24/EU have been adopted. EIGE publishes these procurements on this webpage as well.

EIGE also publishes ex-ante publicity notices for a minimum of two weeks on this webpage on tenders with a value between €15,000.01 - €143,000.00. Interested suppliers may respond to a call for expressions of interest in the call for tender. The Institute is unable to respond to unsolicited calls from suppliers.

Low-value contracts are governed by the following General Terms and Conditions.

All low-value and specific contracts awarded since 2010 are listed in EIGE's documents registry.

Participation in tendering procedures is open on equal terms to all natural and legal persons from one of the EU Member States and to all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

The procurement procedures of EIGE are not opened to the countries parties to the plurilateral agreement on government procurement - GPA (except those mentioned in the previous paragraph).
