[The second strategic objective of the just transition strategy is] [t]o ensure equal distribution of opportunities, on the one hand, through gender equality measures that reduce labour inequalities for women in the ecological transition and, on the other hand, through measures for groups with special difficulties. -- Spanish just transition strategy
Spain’s 2020–2024 just transition strategy is a forward-thinking policy blend of ecological sustainability and gender equality. Orchestrated by the Just Transition Institute within the Ministry for the Ecological Transition and Demographic Challenge, it aims to ensure an inclusive energy shift, highlighting equal opportunities for women and men in the transition.
The policy framework is enriched by Spain’s 2022–2025 strategic plan for effective equality of women and men, and drives gender parity through ecological and social advancements. The 29 strategic actions of the Ministry for the Ecological Transition and the Demographic Challenge bolster female entrepreneurship in green sectors, showcasing the role of women in this transition. The initiative benefits from the national plan for adaptation to climate change, which advocates for the inclusive participation of women in addressing climate impacts.
Key activities include:
- inclusion of gender clauses in public calls,
- quantitative and qualitative data collection and analysis,
- vocational training and employment support for women,
- awareness raising, stakeholder consultation and networking.
More than 300 businesses have been supported by the initiative and approximately 42 % of new jobs created in 2019–2021 were for women. The strategy’s strength lies in its comprehensive approach, facilitating inclusive participation through just transition agreements and emphasising women’s crucial role in sustainable development. This initiative exemplifies Spain’s commitment to integrating gender equality into its ecological and digital transformation, aiming to foster a more inclusive and sustainable future.
