The European Institute for Gender Equality, the regulatory agency of the European Union, is planning to award the contract resulting from the above procurement procedure.

The overall objective of the study is to assess the EU recovery response to the COVID-19 pandemic from a gender perspective.

The specific objectives are:

  • Specific objective 1: to provide a general gender assessment of the RRF regulation and to identify opportunities and challenges for gender equality and gender mainstreaming within the established RRF framework (a legal case);
  • Specific objective 2: to analyse how the RRF gender equality objectives have been addressed in RRPs of 27 EU Member States (a policy case);
  • Specific objective 3: to assess the effect of selected COVID-19 related national policy measures (e.g. taxes and benefits) on gender gaps in income and earnings in 27 EU Member States (an economic case).
