Description of the contract

The European Institute for Gender Equality (EIGE) envisages awarding a middle-value contract for a study on gender equality health to support the thematic focus of Gender Equality Index 2021 on health.

Description of the requested services

EIGE launches this call for tender in order to contract a professional service provider that will carry out a study. Firstly, it shall identify and provide gender analysis of health issues to complement the health domain of the EIGE’s Gender Equality Index, including, but not limited to mental health, sexual and reproductive health and pandemics of communicable diseases. Secondly, it shall analyse the determinants of health in relation to the other domains of the Gender Equality Index. The study does not aim to change the structure of the Gender Equality Index or its domains, but to provide a broader understanding of the gender (in)equalities in health and the social determinants of health as measured by the other domains of the Index.

The study is expected to draw on desk research, both quantitative and qualitative, as well as quantitative and qualitative secondary data sources originating from academia, civil society, social partners and governmental institutions, including EU-wide high quality comparative survey data where relevant. Access to and analysis of relevant microdata is expected.

Description of the procedure

This ex-ante publicity is the first stage of the negotiated procurement procedure through which EIGE may award the above-mentioned contract. This procedure will be launched in continuation of the cancelled procedure with reference: EIGE/2020/OPER/07.

All parties interested in providing the services described above should express their interest 400 words maximum, by e-mail, to procurement@eige.europa.eu with the subject reference: EIGE/2020/OPER/13, before 12.06.2020, 12:00 Vilnius time.

Economic operators who do not express their interest before the deadline and to the address above will not be invited to submit an offer. The latter restriction will not apply to the minimum of five economic operators directly invited by EIGE.
