Description of the contract
The European Institute for Gender Equality (EIGE) envisages awarding a low-value contract for the study to provide an updated analysis of the economic costs of gender-based violence to the European Union and its Member States. This study is an update on the previous EIGE study from 2014 on the cost of gender-based violence. The new study has the objective of highlighting the economic costs of gender-based violence, in particular intimate partner violence, to the EU Member States. It will do so by providing an understanding of the direct and indirect costs of gender-based violence to Member States and victims. The updated study will also aim to demonstrate that it is economically beneficial for Member States to prevent gender-based violence.
Description of the requested services
EIGE is looking for a small project team to provide an update of EIGE’s previous study on the costs of gender-based violence published in 2014. This study will map and analyse all available studies on the economic costs of gender-based violence since 2013, with a particular focus on studies focusing on the EU, its Member States or other OECD countries. The study will focus on evaluating the methodologies used and analyse the gaps and challenges for estimating the costs of gender-based violence to the EU and its Member States. This analysis will include estimations of costs in the areas of lost economic output, health sector, legal sector, social welfare, personal costs, specialised services and physical and emotional impact. These costs should include all direct and indirect costs relating to the victim and the perpetrator, as well as short- and long-term impacts, where available.
This study aims to provide recommendations to the EU and its Member States on how to improve future estimations of the costs of gender-based violence on the EU-level, but also in each Member State, recommendations to inform future research for the estimation of the costs of gender-based violence, especially looking at the long-term impacts, and recommendations to prevent gender-based violence.
This study includes a case study of the estimation of costs of gender-based violence to the EU and its Member States based on UK data to ensure comparability to the first study conducted by EIGE and between the Member States. This means the estimations of the costs to the EU and each Member State will be based on the extrapolation of UK estimations.
Description of the procedure
This ex-ante publicity is the first stage of the negotiated procurement procedure through which EIGE may award the above-mentioned contract.

Economic operators who do not express their interest before the deadline and to the address above will not be invited to submit an offer. The latter restriction will not apply to the minimum of three economic operators directly invited by EIGE.
