Description of the contract

The European Institute for Gender Equality (EIGE) envisages awarding a middle-value contract for a study on the gender equality dimensions of the deployment of generative Artificial Intelligence (AI) technologies. This study will contribute to the thematic focus of Gender Equality Index 2027. It will seek to add to the knowledge base on the nexus between generative AI and gender equality in the EU. It will also analyse several specific effects of generative AI technologies and gender equality in the EU as well as policy efforts to prevent and address negative gendered consequences of generative AI technologies. 

Description of the requested services

The requested study will aim to analyse AI’s impact on gender equality across various dimensions. Using various research methods, the study will be informed by current EU policies and frameworks.

It will develop a broad overview of gender disparities in AI development participation, workforce representation, perception and uptake of AI technologies. It will also explore selected macro-level risks AI poses to gender equality in the EU and analyse policy efforts addressing AI’s gendered impacts and maximizing positive effects. 

Description of the procedure

This ex-ante publicity is the first stage of the negotiated procurement procedure through which EIGE may award the above-mentioned contract. 

All parties interested in providing the services described above should express their interest in EIGE/2026/OPER/02 through the Funding and Tenders portal, by 16/03/2026.

Economic operators who do not express their interest before the deadline via the indicated portal may not be invited to submit an offer. The latter restriction will not apply to the minimum of five economic operators directly invited by EIGE.

This publication constitutes no obligation for EIGE to launch the mentioned procurement procedure. 

Following the potential expression of interest and launch of procedure, the invited candidates may only submit a joint tender (i.e. consortium) with other economic operators only if they have expressed interest in the planned procedure as a consortium.
