Description of the contract

The European Institute for Gender Equality (EIGE) envisages awarding a low-value contract for ‘Contextual factors to gender-based violence in the EU- a study towards the Gender Equality Index 2024 Thematic Focus’. EIGE launches this call for tender in order to contract a professional service provider that will carry out a study on the legal, policy and societal frameworks of selected 19 EU Member States in relations to violence against women (VAW).

Description of the requested services

Under the contract, the contractor will be expected to:

  • Map out and analyse the main element of the legal and policy frameworks on VAW in 19 selected EU Member States.
  • Map out and analyse specialised support organisations available to victims of VAW including their characteristics in line with international legal standards in 19 selected EU Member States.
  • Gather information and analyse media reporting as well as public attitudes on VAW in 19 selected EU Member States.
  • Analyse the impact of the COVID-19 pandemic and cost of living crisis on specialist support organisations and the delivery of services to survivors in 19 selected EU Member States.
  • Gather literature on the links between public attitudes to VAW and reporting of VAW.

Description of the procedure

This ex-ante publicity is the first stage of the negotiated procurement procedure through which EIGE may award the above-mentioned contract.

All parties interested in providing the services described above should express their interest 400 words maximum, by e-mail, to procurement@eige.europa.eu with the subject reference: EIGE/2023/OPER/10, before October 27th 2023, 12:00 Vilnius time.

Economic operators who do not express their interest before the deadline and to the address above will not be invited to submit an offer. The latter restriction will not apply to the minimum of three economic operators directly invited by EIGE.
