Political Report to the Overall Evaluation of Benefit Payments to Married Couples and Families
Overall evaluation: Commissioned by the Federal Government, it is the first attempt to evaluate the key instruments of German family policy systematically and comprehensively. Viewed as a whole, the findings of the evaluation studies in eleven modules conducted by extern research facilities primarily show that public funding of child-daycare has most positive impact for female employment. Compared with this, child benefit has relatively weak effects. The parental leave benefit seems to be the most effective instrument for a fair division of labour between the partners. A reform toward limited "real" income splitting could increase female employment and financial stability of families.
