The study outlines the main reasons which make the problem important for the present economic and social development namely: the continuing demographic crisis; the reduction of births and the increase of health problems related to child birth and child care early pregnancy. The changing model of family result in increasing unmarried couple, lonely parents, abandons children, etc. Other factors relate to family poverty and the transition of poverty from parents to children. Further are the difficulties, which women meet with reconciliation of work and family Due to these factors and some other as well, the study pays attention to more active institutional - both governmental and non-governmental, position with regard to alleviating and preventing the existing negatives. A number of recommendations are drawn out referring to the following: creating better condition for population reproduction; ensuring stimuli for stability families as well as relevant social environment; protection and stimulation of maternity; social investments and relevant social environment for responsible parental; equal chances for children;
