The European Institute for Gender Equality (EIGE) envisages awarding a middle-value contract for a study on girls’ experiences of cyber violence in support to Cyprus Presidency of Council of the European Union. Building on EIGE’s work to develop a conceptual and measurement framework of cyber violence the study will seek to foster understanding of girls’ and young women’s? experiences of cyber violence.

Description of the requested services

Using a mixed-method approach combining analysis of quantitative and qualitative data, the study will explore girls’ experiences of cyber violence including their understanding of it, their ability to recognise it as violence when they witness it as bystanders or experience it themselves. It will also investigate girls’ perception of the relevance and usefulness of prevention efforts from schools and other institutions. The study will also explore their experience of reporting cyber violence to platforms, parents or teachers and the support and feedback they received after reporting. The study will include a literature review, analysis of policy approaches to prevention of cyber violence and quantitative data as well as a qualitative case study with girls from age 13 to 18 in 10 EU Member States.

Description of the procedure

This ex-ante publicity is the first stage of the negotiated procurement procedure through which EIGE may award the above-mentioned contract.

All parties interested in providing the services described above should express their interest 400 words maximum, by e-mail, to procurement@eige.europa.eu with the subject reference: EIGE/2024/OPER/06, before September 24th, 12:00 Vilnius time.

Economic operators who do not express their interest before the deadline and to the address above will not be invited to submit an offer. The latter restriction will not apply to the minimum of five economic operators directly invited by EIGE.
