Description of the contract

The European Institute for Gender Equality (EIGE) envisages awarding a low-value contract for Access to specialised healthcare services. How refugee women can realise their sexual and reproductive rights in the EU. EIGE launches this call for tender in order to contract a professional service provider that will carry out a study to assess the availability of reproductive and sexual healthcare services essential for victims of conflict-related sexual violence in all EU 27 MS.

The study will seek to assess the gaps and challenges in provision of reproductive and sexual healthcare services essential for victims of conflict related sexual violence e.g. psychological counselling, ob-gyn care, emergency contraception and safe abortion (4 selected Member States). The study will give a primary focus to refugee women (girls) arriving in the EU due to situation in Ukraine.

Indicative description of the requested services

Under the contract, the contractor will be expected to:

  • Carry out a literature review and desk research on the risks of conflict-related sexual violence against woman and girls;
  • Summarise key international, EU legal and policy instruments relating to healthcare provision to refugee women (girls), with a special focus on reproductive and sexual healthcare services and the situation relating to conflict in Ukraine;
  • Map institutions/actors responsible for providing healthcare to refugee women (girls) arriving in the EU in all 27 EU MS, with a special focus on reproductive and sexual healthcare services and situation relating to conflict in Ukraine;
  • Analyse national policies and key legal provisions relating to reproductive and sexual healthcare of refugee women(girls), together with formal requirements necessary to access the services in all 27 EU MS; assess the availability of reproductive and sexual healthcare services essential for victims of conflict-related sexual violence in all EU 27 MS;
  • Conduct in-depth interviews with non-governmental organisations or independent institutions monitoring individuals’ access to healthcare in four selected EU MS;
  • Identify main challenges in accessing the reproductive and sexual healthcare services encountered by refugee women (girls) in four selected EU MS;
  • Develop an analytical synthesis report, based on the evidence collected (together with a dissemination product).

Description of the procedure

This ex-ante publicity is the first stage of the negotiated procurement procedure through which EIGE may award the above-mentioned contract.

All parties interested in providing the services described above should express their interest 400 words maximum, by e-mail, to procurement@eige.europa.eu with the subject reference: EIGE/2022 /OPER/07, before 20/06/2022, 12:00 Vilnius time.

Economic operators who do not express their interest before the deadline and to the address above will not be invited to submit an offer. The latter restriction will not apply to the minimum of three economic operators directly invited by EIGE.
