Gender Budgeting: Step‑by‑step toolkit
This re-edition of the original toolkit was published on 23/03/2022
Gender budgeting is a strategy and a process with the long-term aim of achieving gender equality goals.
A tool to track resource allocation for gender equality in the EU cohesion policy funds (Tool 8) has been added to this step-by-step toolkit.
The toolkit aims to assist managing authorities in the European Union to apply gender budgeting tools in the processes of the EU Funds under shared management. For each step of the process, users will be able to access a variety of tools and promising practices from Member States.
The newly added Tool 8 introduces a tracking system that allows for a targeted monitoring of spending at different stages of the programming cycle. The tool aims at supporting Member States’ managing authorities in the implementation of the tracking mechanism stipulated in Annex I, Table 7 of the common provisions regulation (CPR) (Regulation (EU) 2021/1060). Tool 8 comes with a downloadable excel file to support Member States in calculating their expenditures for gender equality.
