Once a year the ministry of Equal opportunities compiles the new data coming from the three sources and they prepare the annual reports on the situation of domestic violence in Luxembourg providing the new data.

Through the setting up of meetings, the members of the Committee of Cooperation, read and analyse the annual reports which once approved, are later on published at the website of the Ministry of Equal Opportunities.

Compilation

Once a year, (December), the three administrations responsible for collecting data on domestic violence provide to the Ministry of Equal Opportunities raw data coming from their data bases on the different cases recorded during the year before. A specific team of compilers a the Ministry of Equal Opportunities will then compile the data and prepare tables, statistics as well as the report that serves as basis for the annual meeting on the Committee of Cooperation.

Accuracy

Good. The statistical product is very accurate in terms of its estimates to the exact true values that the statistics were intended to measure. It gives an overall picture of the situation on domestic violence in Luxembourg, but the analysis offers a good description of the phenomenon especially in terms of measuring domestic violence. The Ministry has evaluated this form of data collection as being very helpful with more strengths rather than limitations, because the data between the three sources are comparable.

Reliability

No information. The statistical product is highly reliable in terms of describing the phenomenon of domestic violence in Luxembourg. For example, it is strong in describing the phenomenon among the different nationalities present in the country, given that the Luxembourg population is very heterogeneous. Also, it gives a very reliable information as to the type of violence practiced since the data are not coded or categorised but given by terms or in short descriptions of the incidents. Finally it can be said that the comparability of the statistical data between different years is a strong indicator of reliability as it allows for a precise monitoring of the phenomenon in time, by region, by nationality etc.

Timeliness

Good. The statistical product only provides data at an annual basis. It therefore can have some limitations in terms of tackling the phenomenon of domestic violence in real time for example with new policies or targeting specific issues. However, the Ministry has taken note of the patterns that have been appearing over time and has put in practice new measures related to the monitoring of the phenomenon of violence.

Current developments

The Ministry of Equal Opportunities has ordered a huge study on the different causes of domestic violence in Luxembourg. This study has started in January 2013 and will end December 2014. It will be carried out by the Centre de recherche Public “CRP Santé” and cover the victims, the offenders and the professionals. This study will make recommendations for improvement of the prevention policy efforts. In the context of this study, CRP Santé has also been charged to make recommendations on improving statistical data. The above mentioned committee will discuss in its meeting 1st October 2013 about ways to improve the collection and the analysis of statistical data on domestic violence.
