1. The Job
Under the supervision of the Head of Operations, and as part of the Team for Thematic Gender Areas, the jobholder will work with the harmonisation and improvement of existing indicators and statistics, including the Beijing Indicators.
In particular the jobholder will be responsible for the further development of the EU Gender Equality Index. The jobholder will work with the methodological development of the Index, including identification of data sources and data availability. S/he will also collect relevant data, perform calculations and disseminate the country scores including interpretation of the results.
The Statistics Officer will perform the following tasks and activities:
- to develop and update the EU Gender Equality Index and to disseminate country scores and interpretation of results as well as information about the applied methodology,
- to co-ordinate and plan the work of a special working group assisting the Institute in this area,
- to observe and investigate new methodologies/methods (national, international, comparative etc.), reconcile national, international and EU approaches and processes, in particular in relation to EU Gender Equality Index and the Beijing Indicators,
- to build and maintain an exchange of statistical information with relevant national, international and EU services,
- to compile comparative statistical data for publication and dissemination, including maintaining and updating databases,
- to assess and ensure the quality of relevant statistics,
- to conduct interpretative analysis of collected information, data and statistics and to assist in the preparation of reports and communications,
- to update the Institute's staff and management with information on statistical developments/activities and to provide replies to internal requests for information on related statistical matters.
2. Formal requirements, qualifications and work experience
2.1 Formal requirements
To be considered eligible for selection, an applicant must meet the following formal requirements by the closing date of this call:
- a university degree which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, or have a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is at least three years,
- a good command, both spoken and written, of at least two official EU languages,
- nationality of a Member state of the European Union,
- entitlement to full rights as a citizen,
- have fulfilled any obligations imposed by the national laws concerning military service,
- be physically fit to perform duties.
2.2 Selection criteria
Eligible candidates will be evaluated on the basis of the following criteria:
- At least three years of professional experience gained after the award of the relevant qualification and at a suitable level corresponding to performance of tasks as defined under section 2.2,
- practical experience and excellence in tools and methods, including office automation tools, panels analysis techniques and statistical surveys,
- the aptitude to analyse, validate, format, calculate and aggregate statistical data,
- a good command of English, which is the predominant working language at the Institute,
- the ability to carry out interpretative analyses and produce statistical estimates and projections,
- the capacity to conceptualise and structure information and to communicate effectively both technical and specialised information,
- evident organisational skills, including the ability to manage priorities, work under pressure and meet tight deadlines.
- Practical experience of working with indicators, in particular gender-sensitive indicators,
- experience of developing/working with either composite indicators or the EU Gender Equality Index in an EU Member State,
- the ability to interpret gender statistics,
- knowledge of EU policies related to gender equality and/or gender equality issues in general.
3. Selection procedure and application
3.1 Selection procedure
The selection procedure includes the following steps:
- Only duly completed applications submitted electronically within the deadline will be taken into consideration.
- Each duly completed application will be examined with a view to establishing that the candidate meets all eligibility criteria.
- Eligible applications will be evaluated by the Selection Committee based on selection criteria defined in this vacancy notice.
- The best-qualified candidates will be short-listed for interview.
- Due to large volume of applications, only candidates selected for the interviews will be contacted.
- Interviews will be held in English.
- During the interview session, the Selection Committee will examine the candidates' profiles and assess their relevancy for the post in question. On the day of the interview, candidates may also be required to undergo a competency assessment exercise.
- On the day of interview candidates will be requested to present , originals and copies of documents detailing citizenship, studies and professional experience, in particular:
- a copy of identity card, passport or other official document specifying citizenship,
- a copy of diploma certifying a required level of academic qualifications,
- documentary evidence of professional experience, clearly indicating starting and finishing dates.
Copies of the above mentioned documents will be retained by the Institute;
- If at any stage of the procedure, it were established that information in the application has been knowingly falsified, the candidate shall be disqualified from the selection process.
- Successful candidates will be included in a reserve list, which will be valid for 12 months. The validity of this list may be extended. Each candidate will be informed by letter whether or not s/he has been placed on the reserve list. However inclusion of candidates on the reserve list does not guarantee recruitment.
- The Director of the Institute will appoint the selected jobholder from the reserve list taking into account the establishment of a gender balanced organisation.
The Selection Committee internal proceedings are strictly confidential and any contact with its members is strictly forbidden.
3.2 Submission of applications
For applications to be valid, candidates must complete an EIGE application form, available only in English and which is to be forwarded electronically to email@example.com . The subject title should include the vacancy reference number. An application form is available below.
Applicants are also required to complete an Eligibility and Selection Criteria Grid which is also available below.
Applicants are requested not to attach any supporting documents at this stage (e.g. copies of ID cards, diplomas, evidence of previous professional experience, etc). Only candidates invited to an interview will be asked to present copies of these documents for verification. Applications will not be returned to candidates but will be kept on the file by the Institute in line with its data protection guidelines.
The deadline for sending applications is 8 September 2010 by not later than 22:00 Central European Time. Incomplete applications and applications sent to EIGE after this deadline will be disqualified.
Please note that the time period between the closing date for the submission of applications and the end of the process to short list candidates for the interview may take several weeks. Due to the large volume of applications, the Institute regrets that only candidates selected for the interviews will be contacted.
4. Conditions of employment
The place of employment shall be Vilnius, Lithuania. The successful candidate will be offered a temporary agent's contract under Article 2 (a) of the Conditions of employment of other servants of the European Communities. S/he will be engaged at grade AD 6 and shall undergo a six month probation period. The duration of the initial contract will be 5 years. The initial contract may be renewed.
The pay of the Community temporary agents consists of the basic remuneration as well as various allowances depending on personal situation of the jobholder. All remuneration is subject to a Community tax at source. Deductions are also made for medical insurance, pension and unemployment insurance. Salaries are exempt from national taxation. For information, the current net basic salary of AD 6 weighted by the correction coefficient of 76,5% for Lithuania is €2856,63 . The salary will be paid in the local currency: LTL.
5. Independence and declarations of interest
The job holder will be required to enter into a commitment to act independently in the public interest and to make complete declarations of any direct or indirect interests that might be considered prejudicial to his or her independence. Candidates must confirm their willingness to do so in their application.

 Only qualifications issued by EU Member State authorities and qualifications recognised as equivalent by the relevant Member States authorities will be accepted.
