Institutional change is a strategy aimed at removing the obstacles to gender equality that are inherent in the research system itself, and at adapting institutional practices. Within an institutional change approach, the focus is on the organisation.

This paper presents the results from an analysis of the main policies, legislative frameworks, and other initiatives to support institutional change for gender equality in academia and research institutions in the European Union. The analysis comprises the EU level as well as other national legal and policy initiatives in the Member States.

The paper is structured along three sections, following this introduction. Section 1 briefly identifies the most favourable institutional, legal and organisational frameworks for mainstreaming gender in research. Section 2 presents the main impact drivers and dimensions of the positive impact of gender mainstreaming on research institutions.

The principle of gender mainstreaming consists of taking systematic account of the differences between the conditions, situations and needs of women and men in all Community policies and actions. The gender impact assessment is one of the methods for gender mainstreaming. It should be used in the very early stage of any policymaking, i.e. when designing it.
