Changes in Early Childhood Education and Care Coverage in Croatia: National and County-level Overview 1990-2012

The paper presents the trends in quality indicators and indicators related to coverage rates in the early childhood education and care at the national level and counties level in Croatia in the period of 1990-2012. It additionally puts these trends within the framework of the European trends and goals and the context of the latest financial crisis indicating how Croatia is characterised by low coverage rates in ECEC. stable regional differences in coverage rates and stagnation in the development of new capacities in the last several years.
