Aims and objectives

The Governmental notice of the 23rd of August, 2012, makes compulsory to include a gender perspective in the ex-ante impact assessment of "relevant" bills and projected regulatory measures. (Ir)relevance is to be argumented by the proposing Ministry, under the scrutiny of the Women's Rights and Gender Equality Service (SDFE) attached to the General Directorate for Social Inclusion (DGCS). The governmental notice opens up the possibility for future enhancements, indicating that more precise recommendations will be issued following the experimentation of GIAs as part of general ex-ante assessment studies.

Results and impact

Whereas gender aspects have received close attention in the first and the third cases, most of the measures held in the bill on the securization of the Labour Market were considered irrelevant from a gender perspective or not having a gender impact.

Contents/activities/services

Since August, 2012, several ex-ante impact assessments of bills have been submitted, which include a gender perspective, including the text transposing EU directives on human trafficking (February, 2013); the bill on the securization of the Labour Market (March, 2013) and the bill on Higher Education and Research (May, 2013).

Additional information

Evaluation: In January, 2013, the newly established High Gender Equality Council (Haut Conseil à l'Egalité) has been charged by its founding decree, to implement the quality check of the GIAs submitted as part of the general impact assessment studies submitted with new pieces of legislation. At this stage (May, 2013), this competence is not fully clarify, as the High Gender Equality Council is not systematically consulted for monitoring GIAs.
