In 2009, the Luxembourg implemented a universal in-kind benefit that has dramatically reduced child care costs. The report aims at analyzing the impact of this policy on child care arrangement and mothers' labour market participation. The main results shows that the reform has very little impact on child care and mothers’ labour supply decisions, suggesting that the new subsidized child care has mostly crowded out informal child care.
