The purpose of this manual is not only to show that gender equality is important and how we should define it, but also to present arguments, which demonstrate the need to perform gender equality work at both a national and local level. In addition, this manual provides insights about what can be done to achieve greater gender equality, by way of general guidelines for developing gender equality action plans.
