This is the most comprehensive strategic document ever produced by public authorities to support gender mainstreaming, although its application is limited to international development policies. This 39p. document not only provides updated definition of gender mainstreaming and related concepts (including gender budgeting), but also a complex framing of this approach and its implementation in the field of development policies. It also declines a series of strategic priorities with appropriate means and evaluation instruments. It has been developped with the active participation of CSOs and experts in development studies represented in the platform Gender & Development created in 2006 at the Ministry of Foreign affairs. The first Strategic Orientation Document on Gender & Development served as a framing document from 2007 to 2013. Following its evaluation in 2012, a participatory process of revision was initiated in 2013, to which participate the Women's Rights Ministry and the High Gender Equality Council
