The handbook introduces Estonia's relatively new non-discrimination and promoting equal opportunities legislation. Estonian Constitution provides a general right of equality and prohibition of discrimination since 1992. The next important steps at the national level was taken in 2004, a Gender Equality Act and in 2008 a law on the equal treatment.
