Diagnosis of the current situation of the organisations of the Central Public Administration and other organisation overseen by them (Self-Diagnosis)
Aims and objectives
The Guide for implementing Equality Plans in the Public Central Administration (Pernas, Fernandes and Guerreiro, 2008) proposes the application of a self-diagnosis for understanding the current situation of a public administration body with regard to equality between and men, in order to identify the aspects that need an intervention and to take them into account, in an objective and measurable way, when developing a Plan.
Results and impact
According to the information provided in the most recent Ministerial Plans for Equality, This instrument was used by five ministries (some of them also applied the questionnaire in the institutions overseen by them) and the results range from Medium to Good.

Contents/activities/services
This instrument includes 56 questions of binary answer (Yes/No) and encompasses four dimensions and indicators for gender equality:
• Strategic Planning (whether the organisation’s policy integrates gender equality in its mission and strategic values);
• Human Resources Management (recruitment and selection; training; career management and salaries; social dialogue and workers’ participation; respect for the dignity of women and men at work; conciliation between professional, family and personal life);
• Internal and External Communication;
• Gender Mainstreaming in social intervention areas.
The self-diagnosis results can range from 0 to 100, providing an assessment from “Very Insufficient” to “Excellent” in terms of the gender equality practices in place in the organisation.
Additional information
Periodicity: Applied for drafting the Ministerial Plans for Equality covering the period 2011-2013. Some ministries have expressed their intention to apply the self-diagnosis in the end of the implementation of the Ministerial Plan for Equality in order to assess the results/evolution achieved.
