Sukupuolivaikutusten arvioiminen budjettisuunnittelussa
Aims and objectives
To integrate the gender perspective in the budgetary planning of all ministries, as required in the Gender Equality Action Plans 2008-2011 and 2012-2015.
Results and impact
According to the final report of the Gender Equality Plan 2008-2011, all ministries have integrated gender perspective to budgetary planning to some extent. Ministries have not allocated specific resources for gender mainstreaming and the achievement of other equality goals.
No specific guidance has been provided on how gender perspective should be integrated, the ministries have developed their own practices. Focus is on integrating the gender perspective in the process of drafting budgets in ministires, rather than on assessing the gendered impacts of the budgetary decisions made. The only assessment of the gendered impacts of budgetary decisions was made on the budget of the Ministry of Social Affairs and Health in 2005.
