Comments:
Good source for identifying legal definitions for all the subcategories of violence against women used in the MATRIX study; this study shows that in the Romanian context, violence against women is not acknowledged in legal provisions and instruments, nor is gender based violence; civil laws and criminal law cover together different VAW incidents depending on the severity of outcome and availability of evidence. The study surveys the Penal Code, special law on Domestic Violence, anti-discrimination law, Equality of Opportunity law; the mix of civil laws, penal provisions and the establishing of new state institution builds up into a legislative/institutional maize difficult to navigate for victims. The study concludes that present legislation fails to fully protect women victims of violence.
