Asylum Act of the Republic of Croatia
1) Asylum (offering a harbour to a foreigner in the Republic of Croatia upon the decision of MUP, 2) Subsidiary protection that is granted to a foreigner who is not eligible for asylum, and who is reasonably believed to be exposed to suffering serious harm in case of return to the country of origin, 3 ) Temporary protection for large numbers of people who, due to war conditions and other violations of human rights, are fleeing from their country, and because of the number of such persons it is not possible to give them asylum.

Definition of 'refugee' in asylum law
A refugee is a foreigner who is not in the country of her/his citizenship and based on the well-founded fear of persecution because of race, religion, nationality, membership of a particular social group or political opinion, is unable or because of this fear, is unwilling to be placed under the protection of that country, or stateless person who is outside of the country of habitual residence and who is unable or, because of a well-founded fear is unwilling to return to that country.
