At Ministerial level there is an interest in developing an electronic system of data registration, data collection and statistics but funding is difficult to secure and so far the focus of the administrative institution in charge with DV used to be a different one; understaffing is often invoked as well as the lack of expertise; also DV is not perceived to be a priority; furthermore data collection is also not a priority in fund allocation; mostly service provision and educational/awareness raising campaigns are deemed a priority; data collection falls into developing administrative capacity and for now no funds are available;
