Description

The conceptual framework of the Gender Equality Index consists of eight domains. The first six (work, money, knowledge, time, power, health) are combined into a core index. Two additional satellite domains (intersecting inequalities and violence) are conceptually related to gender equality. Intersecting inequalities cannot be included in the core index because they apply solely to a select group of the population (and are thus an “illustrative phenomenon”). This occurs when considering issues that are related to women alone. Violence constitutes the final satellite domain and was identified in the first Gender Equality Index report in 2013.

The 2015 Gender Equality Index update represented the first attempt to populate the satellite domain of violence by providing a composite indicator of direct violence against women. This was based on the data on violence against women collected by the EU Union Agency for Fundamental Rights through its EU-wide survey on violence against women. In 2013, both sub-domains of the domain of violence (direct and indirect violence) were left blank, given the lack of harmonised data at EU level.

The first attempt to populate the satellite domain of violence indicated that violence against women is a persistent issue in the EU. Regular data collection is essential to provide the foundation for reliable statistical assessments and to enable better and more effective policy-making.
