The principle of gender mainstreaming means taking systematic account of the differences between the conditions, situations and needs of women and men in all Community policies and actions. Gender impact assessment is one such method and should be applied at the earliest possible stage of any policy-making i.e. policy design. The aim is to achieve a significant impact not only on policy design but also on planning, thereby ensuring adequate equality outcomes.
