The handbook/tool has been developed to promote gender equality and promote the integration of gender mainstreaming into different development programmes and projects. The tool has been written on the basis of programmes funded by EU structural funds, but can be used by all planners, implementers and evaluators of development programmes. The tool has been developed as part of the ESF-funded Valtava initiative that aimed to show the benefits of gender mainstreaming to public officials and to motivate officials and implementers to consider a gender perspective in their work.
