The most important tool is legislation. Discusses how the legislation has become more and more severe and how the principle of double criminality has been removed. The importance of professionals reporting suspected cases. Preventive work and opinion moulding is equally important. The Goteborg project which started in 1993 is a model of best practice. Since 1998 the National Board of Health and Welfare has responsibility for several FGM-related issues, among them how to give good care to women that have gone through FGM. In 2001, the Swedish Board of Health and Welfare organized a European Expert Meeting in cooperation with e.g. the National Prosecution Authority, the National Police Board and the National Board of Education
