This document of 102 pages was issued by the OFPRA. After a dramatic increase in asylum demands from Malian citizens was noticed in 2007-2008, mostly grounded by the risk of FGM both for underage demanders and their parents (as a social group in the sense of Art. 1A2 of the Geneva convention), a mission of OFPRA experts was sent to Mali in order to evaluate the risks. The report provides a thorough analysis of the situation among respective ethnic groups in the country, of the policies implemented at the domestic level and a mapping of the stakeholders and local actors. It concludes that although parents cannot argue that they would be themselves at risk for refusing FGM, their children are exposed to FGM.
