The GEAR tool (Gender Equality in Research and Academia) is the result of multiple contributions at different stages of the process, from the Member States and beyond. The report summarises the main findings of the research and co-creation processes undertaken throughout the project and reflects the wealth of information and insights gathered.
Over the last 15 years, continuous and cumulative steps have been made to advance gender equality in research and higher education institutions in the European Union.
Institutional change is a strategy aimed at removing the obstacles to gender equality that are inherent in the research system itself, and at adapting institutional practices. Within an institutional change approach, the focus is on the organisation.
This paper presents the results from an analysis of the main policies, legislative frameworks, and other initiatives to support institutional change for gender equality in academia and research institutions in the European Union. The analysis comprises the EU level as well as other national legal and policy initiatives in the Member States.
The paper is structured along three sections, following this introduction. Section 1 briefly identifies the most favourable institutional, legal and organisational frameworks for mainstreaming gender in research. Section 2 presents the main impact drivers and dimensions of the positive impact of gender mainstreaming on research institutions.
