Description
The Gender Equality Index 2020 gives an overview of the state of gender equality in the EU. The EU and the Member States will be given a score from 1 to 100, where 1 stands for total inequality and 100 for total equality.
The scores are based on the gaps between women and men and levels of achievement in six core domains: work, money, knowledge, time, power and health, and their sub-domains. The Index also has two additional domains: violence against women and intersecting inequalities.
The Gender Equality Index 2020 focuses on digitalisation and the future of work. It will look into three areas from a gender perspective:
- development and use of technologies
- digital transformation of the world of work
- positive and negative consequences of digitalisation
The Gender Equality Index is an important policy-making tool to measure the progress of gender equality in the EU over time. It gives more visibility to areas that need improvement and supports policy makers to design more effective gender equality measures.

Since 2013, the Gender Equality Index has been recognised by EU institutions and Member States as a key benchmark for gender equality in the EU. The 6th edition of the Index covers a range of indicators in the domains of society and life most afected by the COVID-19 crisis.

This report presents the fifth edition of the Gender Equality Index. The Gender Equality Index has been widely recognised for its contribution to monitoring progress on gender equality in the EU. The Index covers a range of indicators in the domains of work, money, knowledge, time, power and health. It also integrates two additional domains: violence and intersecting inequalities.

The study provides eligibility rates for each of the Member States and an overview of the main eligibility criteria that they have set. An intersectional perspective helps to identify which groups of women and men are most disadvantaged and most often left out of the parental-leave schemes.

EIGE’s Gender Equality Index shows that advances in gender equality are still moving at a snail’s pace, but we are heading in the right direction. There are big improvements in the domain of power, as more women are taking on decision-making positions, especially in company boardrooms across Europe.

The European Union has been moving towards gender equality at a snail’s pace. With a Gender Equality Index score of 67.4 out of 100, the EU still has a lot of room for improvement. Since 2005, the EU’s score has increased by only 5.4 points (+ 1.2 points since 2015). The EU is closest to gender equality in the domains of health (88.1 points) and money (80.4 points).

Gender-based violence against women is rooted in historically unequal power relations between women and men, which leads to oppressive patterns of coercive control of men over women. It is the most pervasive gender inequality of our time, undermining women’s dignity and integrity, and imposing serious harm on families, communities and societies.
