Procurement at EIGE is subject to Titles VI - VII of its Financial Rules as well as relevant provisions of the Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union, amending Regulations (EU) No 1296/2013, (EU) No 1301/2013, (EU) No 1303/2013, (EU) No 1304/2013, (EU) No 1309/2013, (EU) No 1316/2013, (EU) No 223/2014, (EU) No 283/2014, and Decision No 541/2014/EU and repealing Regulation (EU, Euratom) No 966/2012 and the Rules of its Application. Procurement rules and principles applicable to public contracts awarded by EIGE is based on the rules set out in Directive 2014/23/EU of the European Parliament and of the Council (1) and Directive 2014/24/EU.
In accordance with its establishment Regulation, REGULATION (EC) No 1922/2006, has legal entity and may enter into contractual relations with other organisations in order to accomplish any tasks.
The conclusion of a contract is only possible after successful completion of strict tendering procedures in accordance with EU public procurement rules. In respect to the above mentioned rules and regulations, EIGE selects appropriate procurement procedure. Depending on its subject, repetitiveness and value, the advertising requirements are chosen accordingly.
EIGE is part of the Tenders Electronic Daily (TED) database, an eTendering platform for managing procurement procedures. This platform publishes the procurement documents and manages questions and answers for procurements with a value of €140,000.00 or more. Please note that these new thresholds of Directive 2014/24/EU have been adopted and entered into force on 01/01/2022. EIGE publishes these procurements on this webpage once they have been published in the eTendering platform.

EIGE also publishes ex-ante publicity notices for a minimum of two weeks on this webpage on tenders with a value between €15,000.01 - €140,000.00. Interested suppliers may respond to a call for expressions of interest in the call for tender. The Institute is unable to respond to unsolicited calls from suppliers.
Low-value contracts are governed by the following General Terms and Conditions.

Notice on economic operators from the UK
Please be aware that following the expiration on 31 December 2020 of the transition period established in the EU-UK Withdrawal Agreement, natural or legal persons residing or established in the United Kingdom are NOT considered as natural or legal persons residing or established in a Member State of the EU. In case such access is not provided by legal provisions in force, the candidates or economic operators from the UK could be rejected from the procurement procedure(s) of EIGE.
Participation in tendering procedures is open on equal terms to all natural and legal persons from one of the EU Member States and to all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement. The procurement procedures of EIGE are not opened to the countries parties to the plurilateral agreement on government procurement - GPA (except those mentioned in the previous paragraph).
