Beijing Indicators Preparatory Working Group

EIGE is currently preparing the necessary groundwork for the collection of existing data and information on Gender issues in line with its 2010 Annual Work Programme. As a first step towards completing these tasks, EIGE organised a preparatory meeting on 17 May 2010, in Vilnius, with 6 active Beijing Indicators experts from around Europe.

The meeting culminated in an in-depth discussion on the various support processes and stages which will be of use to both the current and future EU Presidencies as well as to the Member States. An additional item of discussion included the scope and functions of the future working group on Beijing indicators. A document related to this activity was presented to the Members of the Experts' Forum at their meeting on 3-4 June 2010.

On the occasion of its Grand Opening events, EIGE held a Management Board meeting for the first time in its new format.

The new group is made-up of 19 members chosen from a rotating Member State arrangement guaranteeing membership for all countries over a three year period plus a member from the European Commission. Participants met in Vilnius between and were chaired by the European Commission (Ms Daniela Bankier who replaced Ms Belinda Pyke).

During the meeting, members re-elected Ms Eva Maria Welskop-Deffaa (Germany) as Chair and Mr Michel Pasteel (Belgium) as Vice Chair in their second consecutive mandates. The new Management Board draws-in 9 new board members - replacing those from the previous mandate. A noteworthy outcome from this meeting comprises the establishment of a new Beijing Indicators working group. 2 further meetings are envisaged for 2010 (dates TBC).

The purpose of the Experts' preparatory meeting on the EU Gender Equality Index (EU GEI) is to:

hold a brainstorming session and to discuss the scope and functions of the Working Group (WG) on the EU GEI,

discuss existing and future data sources and identify gaps in statistics, and

hold a discussion on existing national indexes and their components

Main outcomes:

Proposal for the rules and procedures of a Working Group on the EU GEI to be established by EIGE`s Management Board

Comments on previous work on gender equality composite indicators

Recommendations on how to take up the project of the EU Gender Equality Index

Gender Mainstreaming - methods and tools meeting

The Institute organised an experts’ meeting on developing methodologies on existing approaches to Gender Mainstreaming (GM) and for the assessment of the effectiveness of GM methods and tools. The meeting took place in Vilnius on 21 September 2010 and involved 16 experts with work experience on GM methods and tools in the EU.

The Institute through these exchanges took advice for improving its capacity to provide technical assistance to the EU institutions and Member States for the development of GM policies tools and methods.

Gender equality discussion at "Ad Hoc: Inconvenient Films"

On 29 October 2010, the European Institute for Gender Equality will organise a joint awareness raising panel discussion with the Lithuanian Centre of Human Rights, in the context of the 4^th human rights film festival "Ad Hoc: Inconvenient Films" (Vilnius, 21-30 October 2010).

Following the French film "La Domination Masculine" (Male dominance) projected in Pasaka cinema, the discussion will focus on gender equality issues in EU and Lithuanian context. It will be moderated by Mr Algis Davidavicius, an expert in issues of gender equality and men and masculinities.

The participants include the Institute's Director - Ms Virginija Langbakk, Member of Parliament - Mr Algirdas Sysas, Equal Opportunities Ombudsperson - Ms Ausrine Burneikiene, Director of Social Research Centre of Kaunas Vytautas Magnus University - Ms Jolanta Reingarde, Editor General of "IQ" journal - Mr Vladimiras Laucius.

Male development and gender issues

On the 5th of November, 2010, the European Institute for Gender Equality and the Embassy of the Kingdom of the Netherlands hosted the presentation "Male development and gender issues" by Mr Lauk Woltring, the founder of platform Boys in Balance. The presentation was followed by a discussion about the issues of men’s involvement in gender issues and male perspectives in the changing realities.

“Men can do much better than many do now. We can think about it, learn and enjoy life in a better way. Men may be a part of the problem, but they are also a part of the solution. Gender equality is more than just equal opportunities – societies need both, men and women qualities”, - these are only some of the ideas Mr Lauk Woltring was presenting during the lecture.

In response to the remarks from the audience on focusing too much on the biological differences between girls and boys, the presenter stressed that gender differences exist and we have to accept and tolerate them. It is both – nature and nurture – that come into play. Important is to learn to eliminate gender stereotypes which come as an obstacle to the realisation of men's and women's individual capacities.

Experts meeting on gender-based violence

On 8th of November 2010 in Vilnius, 11 experts from 11 Member States had their first meeting on gender-based violence. The participants discussed EIGE’s role in the light of EU Strategy on Equality between Women and Men (2010-2015) and how EIGE could compliment the Commission's work and support the Member States in their fight against violence against women.

The need for harmonized data and guidelines for such data and information collection was highlighted. Experts discussed how EIGE could contribute with existing tools, methods and good practices, and how could become a strong back-up for the Member States.
